JPPC secured planning permission and listed building consent for the change of use and associated works to the basement, ground floor and mezzanine levels of the former NatWest & Coutts bank at 120-122 High Street, Oxford, to a restaurant and the use of upper floors to provide private residential accommodation. In their determination of the proposal, Oxford City Council concluded the proposal would make a more efficient use of the previously developed site. Furthermore, the less-than-substantial harm that would be caused was considered to be sufficiently mitigated by appropriate and high-quality design, and outweighed by the resulting public benefits including the enhancements and improvement to the special architectural character of the building.
